This illustration is from presentations made at the HAARP Workshop on Iono-
spheric Heating Diagnostics which was held April 30 - May 2, 1991 at Phillips
Laboratory (AFSC) Hanscom AFB, Massachusetts. The illustration shows graphi-
cally how the ionosphere will be used to bounce Extremely Low Frequency (ELF)
waves through the earth and atmosphere. The waves in this picture are being used
for communication with submarines. These ELF waves can disrupt mental func-
tions and may impact wildlife migration patterns.
