while posing as masters of an esoteric aerial realm; nor do they appeal to the pub-
lic’s sense of the possible and, for funding, to the government’s general lack of
good sense. or do they? There is no flood of speculative books, patents, articles,
and gadgets regarding geoengineering. or is there? Surely the “boys with their
military toys” syndrome has long since passed. or has it?
