that because of prevailing westerly winds, this technique might work as a uni-
directional weapon for NATO nations confronting a tank column from the
eastern bloc.
Although in Orville’s assessment total weather mastery would be pos-
sible only after four decades of intensive research, the spin-offs from this work,
when combined with the maturation of electronic computers, would provide a
